Since the start of 2011, though, Lockheed had adopted a more positive tone, arguing that efforts to reshape what is the Pentagon’s largest procurement project were finally paying off in better test results and improved performance.

But in recent weeks the company has come under pressure over a new issue. A fresh estimate of the total life cycle costs – the money required to operate and sustain the aircraft – has triggered a wave of angst among politicians and Pentagon officials.

According to the latest report on the F-35 programme prepared by the Pentagon, maintaining the fleet of jets through their entire working lives will cost more than $1,000bn, a number that several influential congressmen have described as “jaw-dropping” and “unsustainable”.

Since the top-secret raid that killed the al Qaeda leader near Islamabad last month, Washington has sent a host of top officials, including CIA chief Leon Panetta and Secretary of State Hillary Clinton, to call in Islamabad, ramping up pressure on an already strained alliance.

Analysts say Washington may be seeking to goad Pakistan into assaulting militant havens in North Waziristan or into going after bomb-making factories believed to be fueling violence in neighboring Afghanistan.

Officials in Pakistan, facing intense public pressure over the unilateral raid, have pushed back by throwing out U.S. military trainers and warning that scoldings from Washington may send it into China's open arms.

Reported By Aviation Week dated June 10, 2011 - Taiwan to receive the first AH-64D Apache attack helicopter in 2012 and China tends to react badly whenever news emerges on Taiwan improving its military potential, so it will be interesting to see how Beijing reacts to the news the first of 30 Apache AH-64D Block III are due for delivery next year.

Taiwan is the first export customer for the Block III. The system will be almost identical to the U.S. Army system, with some national modifications, says U.S. Army project manager Col. Shane Openshaw.

The Congressional notification of the potential deal went to the U.S. Congress in 2008, so it is not a total surprise Taiwan will get the attack helicopter. But until today, there has been scant word since then that the deal has gone forward.

A growing number of Republican lawmakers think a technical debt default might be a price worth paying if it gets the White House to accept deep spending cuts. This idea, once confined to the party's fringe, is seeping into the mainstream, Reuters reported on Tuesday.

"How can the U.S. be allowed to default?" said an official at India's central bank. "We don't think this is a possibility because this could then create huge panic globally."

Indian officials say they have little choice but to buy U.S. Treasury debt because it is still among the world's safest and most liquid investments. It held $39.8 billion in U.S. Treasuries as of March, according to U.S. data.

The US Air Force (USAF), which is the nodal agency for the aircraft sale in this case, has already demonstrated the capability of the C 17, and met the IAF requirements. One C 17 was also brought to India in June, and was made to land and take off from a short field in Himachal as also from Leh in Jammu & Kashmir.

Discussions between the two governments to finalise the IAF’s onboard equipment requirements, spares and service support and their duration – possibly over the lifetime of the aircraft – are still being held but likely to be finalized soon. A deal for the aircraft and the package price is likely to be signed once the negotiaons are through.
