Russia's Rosvertol attack helicopter producer said on Monday it is in talks with Algeria over exports of its Mi-28NE for delivery from 2012-2017.

"A commercial proposal has already been sent [to Algiers] and discussions will begin this year," Rosvertol General Director Boris Slyusar said. "We hope to sign a contract for delivery in 2012-2017."

Rosvertol is the attack helicopter arm of the state-owned Russian Helicopters holding company.

If successful, the deal will be the second export sale of the night-capable Mi-28NE, which is currently being introduced to the Russian armed forces. Venezuela ordered ten Mi-28s in 2010, but they have not yet been delivered.

The Mi-28NE is a two-seat dedicated attack helicopter, equipped with a mast-mounted millimeter-wave fire control radar and advanced night vision optical systems.

The machine is armed with the Ataka anti-armor missile system.

Algeria already operates the Mi-25, an export derivative of the Russian forces Mi-24 attack helicopter.

Russia may start buying Ukrainian-built An-70 propfan military transport aircraft in 2012-2013, deputy commander of the Russian Air Force Maj. Gen. Viktor Bondarev said on

Wednesday.

"The plane is undergoing factory tests, and next year it will be tested by [Russian] military pilots," Bondarev said.

A final decision on the purchase of the An-70 will be maid by a state commission on the basis of the tests results, General Bondarev said.

The An-70 is a medium-range propfan-powered military transport plane developed by Ukraine's Antonov design bureau. The Antonov company first tested a prototype An-70 in 1994, but a lack of Ukrainian state funds, and political disputes between Moscow and Kiev have prevented large-scale production of the aircraft.

Postnikov particularly cracked down on the Russian T-90 tank, which, as he said, "was a 17th modification of the Soviet T-72 tank produced since 1973. According to the official, a tank like that currently costs 118 million rubles ($4 million). "It would be easier for us to purchase three Leopards from Germany for this money," he said.

He did not explain, though, why India prefers to buy one Russian T-90 tank instead of three German Leopards. India plans to use T-90s to replace its outdated T-72 and T-55 tanks. Algeria, Saudi Arabia and Turkmenistan also signed contracts with Russia for the delivery of such machines, but Mr. Postnikov disregarded that too.

(NSI News Source Info) MOSCOW, Russia - May 31, 2011: Russia's MiG aircraft maker delivered a new batch of five MiG-29K/KUB carrier-based fighters to the Indian navy in May, the company said.

"A flight training simulator and other technical equipment has also been delivered," MiG said in a statement on Monday.

The two countries signed a contract stipulating the supply of 12 single-seat MiG-29Ks and four two-seat MiG-29KUBs to India in January 2004. The contract is part of a $1.5-billion deal to deliver the Admiral Gorshkov aircraft carrier, currently being retrofitted in Russia for the Indian Navy.

India's first four MiG-29Ks and MiG-29KUBs officially entered service in February 2010.

In March 2010, Russia and India signed a $1.5-billion contract on the supplies of 29 additional MiG-29K Fulcrum-D carrier-based fighter jets to New Delhi. The start of the supplies is scheduled for 2012.

The contracts for the jets also stipulate pilot training and aircraft maintenance, including the delivery of flight simulators and interactive ground and sea-based training systems.

Some of Asia’s aerospace industries are starting work on fifth-generation fighter aircraft. Despite huge technological hurdles, these countries could displace Western Europe as a leading centre of fighter jet development, and possibly one day give the United States some real competition in global markets.

FOR CENTURIES, North America and Europe have dominated the state-of-the-art when it comes to military technology. Nearly all the great breakthroughs in weaponry – from muskets to missiles – have originated there. And perhaps no field of military technology has been more consistently and overwhelmingly the purview of the occidental West than fighter jets.

Since the end of World War II, a handful of countries in the West – basically, the United States, the USSR/Russia, Britain, France, and Sweden – have controlled the global fighter jet industry. Many countries have tried to break into this business: Argentina in the 1950s, Egypt and India in the 1960s, Israel and South Africa in the 1980s; none were particularly successful, and some – such as the Indian HF-24 Marut – were spectacular failures. Even today, perhaps 90 percent of all fighter jets flown by all the world’s air forces are produced by these five countries, or are based on copies of their planes (such as the Chinese J-7 fighter, a virtual clone of the venerable Soviet MiG-21).

The arms market in Latin America, especially in Brazil, show a great potential for exports of Russian weaponry, a senior Russian defense industry official said.

More than 300 types of weaponry are being showcased by Russia at the Latin America Aero and Defense 2011 (LAAD-2011) arms show in Rio de Janeiro on April 12-15.

"The arms market of Latin America is expansive and promising. Brazil holds a leading position among our partners in terms of its potential for the acquisition of [Russian] military hardware and equipment," said Sergei Goreslavsky, the head of marketing at Russian Technologies State Corporation, who leads the Russian delegation at the LAAD-2011.

In addition to the wide array of combat aircraft and helicopters, including the Sukhoi Su-35 and Su-30MK2 multirole fighters andKa-52 Hokum B attack helicopters, Russia will focus on marketing its highly-acclaimed air defense systems, such as S-400, Tor-M2E, Buk-M2E, Tunguska-M1, Pantsyr-S1, and Igla-S.

"Modern warfare, as the recent events in Northern Africa confirmed, is conducted mainly from the air," Goreslavsky said. "That's why the purchase of advanced air defense systems offered by Russia becomes a serious consideration."

"We are hoping to gain some ground in this direction," the official added.

Russia, the world's second largest arms exporter after the United States, sold $8.6 billion worth of weaponry last year and is looking to increase its arms sales to almost $10 bln in 2011.

Rosoboronexport has established mutually beneficial arms trade ties with Argentina, Brazil, Venezuela, Colombia, Uruguay, and Ecuador through active marketing efforts. These countries express their interest in Russian air defense systems, radars, combat aircraft and helicopters, naval equipment, and small arms.

April 11, 2011 - BEIJING: (Reuters) - When Indian media reported recently that Chinese troops were in Pakistan-administered Kashmir, the response from China was vehement.

"Such talk is utterly baseless and totally absurd," Chinese Foreign Ministry spokesman Hong Lei told reporters last week.

The episode was a small reminder of the big political differences that confront the leaders of five of the world's big emerging economies as they meet in China this week.

The leaders of the "BRICS" nations of China, Russia, India, Brazil and South Africa have voiced lofty goals, from rebalancing the global economy to giving the developing world more say in the G20 and IMF.

But while they together make up nearly a fifth of the global economy and they indeed share a lot of common gripes, they also have many mutual rifts, China's close relationship with Pakistan among them. Their broader aspirations will likely be frustrated by suspicion and diverging views on key issues.

Thursday's gathering in the southern Chinese beach resort of Sanya, attended by South Africa for the first time, will last just a few hours, according to diplomatic sources.

"They share their relative underdevelopment ... and their willingness to establish a new world economic order, which is where they have greater weight and where they are listened to," said Uri Dadush, head of the Carnegie Endowment for International Peace's International Economics Programme.

Tatneft has been operating in the country for 6 years. The company received a concession to develop an oil block in the Ghadames (Unit 82-4) and won the rights to three oil blocks in the Sirte basin and Ghadames. The Russian company is involved in the projects under the production sharing agreement with Libya's National Oil Corporation (NOC). In 2009 alone it has invested $43 million in the projects.
